Transparency Reports

Providers must publish annual reports containing:

  • Number of content removal orders received from authorities
  • Number of notices of illegal content received
  • Number of removals and restrictions imposed
  • Number of complaints received and their outcomes
  • Use of automated tools for content moderation
  • Number of suspensions and account terminations
  • Resources dedicated to content moderation

Additional Requirements for Online Platforms

  • Average monthly active recipients in the EU
  • Number of disputes submitted to out-of-court bodies
  • Use and functioning of recommender systems

  • Detailed risk assessment results
  • Risk mitigation measures implemented
  • Outcomes of independent audits
  • Algorithmic system disclosures

Public Database

The Commission maintains a public database of all content moderation decisions by platforms, enabling research and accountability.
