Providers of very large online platforms and very large online search engines should ensure that recipients of the service have a right to know the operational details of the algorithms used by the provider for content moderation and recommender systems, including the input parameters, relative weights and the main criteria used in the algorithm. In particular, recipients should be provided with information on the main elements of the algorithm used by such providers and their relative importance. The explanations should be provided in plain, clear language, adapted to the nature of the service and to the understanding of the average recipient of the service. Such detailed explanations should be accessible through the interface of the service or through another easily accessible means, and should enable the recipient of the service to understand the main parameters and relative importance of the algorithms and the main elements thereof, such as, for instance, the input parameters and their relative weights, and the main criteria used in the algorithm in a way that is understandable and actionable for the recipient of the service. In addition, the providers should inform the Commission and the Digital Services Coordinators of those details. In performing their tasks, the Commission and the Digital Services Coordinators should take due account of the legitimate interests of the providers concerned, in particular the protection of trade secrets and intellectual property rights.
