Providers of very large online platforms and very large online search engines should put in place, implement and enforce system-wide policies and procedures to mitigate the systemic risks identified by the risk assessments, in particular with a view to tackling illegal content, inauthentic behaviour and the protection of the fundamental rights and the rights of the child. The system-wide policies and procedures should address the amplitude and the type of illegal content on the service, the capacity and the technical measures put in place to address it, as well as safeguards and measures to prevent any abuse. Such system-wide policies and procedures should include specific technical and organisational mitigation measures against any threats identified as part of such risk assessments. Providers should put in place, in particular, appropriate measures with a view to tackling child protection issues online, preventing inauthentic behaviour and combating coordinated inauthentic behaviour. The implementation of such policies and procedures should be subject to human review and oversight.
