Intermediary services comprise a broad range of economic activities which take place online. This Regulation should apply, in particular, to services which enable individual users to place orders, to search for information, to be found, or otherwise interact with third parties online. This Regulation should apply to intermediary services which provide information at the request of a recipient of the service, thereby facilitating the initiation of, and subsequent interaction relating to, various forms of economic transactions, including the offering of information, the sale of goods and the provision of services, also where these transactions are ultimately concluded offline or pursuant to a contract concluded offline. The concept of intermediary service should thus cover services such as mere conduit of information, caching, the hosting of information, such as online platform services and the provision of online search services. In so far as a provider offers such services, distinct from any supplementary services, such as payment or logistics services, it should be considered to be an intermediary service.
