This Regulation should apply to information society services as defined in Directive (EU) 2015/1535 of the European Parliament and of the Council. The definition of 'information society service' in that Directive reflects the definition of 'service' in the Treaty on the Functioning of the European Union (TFEU) in so far as it concerns services. Therefore, the concept of 'information society service' should cover any service normally provided for remuneration, at a distance, by electronic means and at the individual request of a recipient of services. The concept of information society service also covers services which are not remunerated by the recipients. Information society services should be broadly defined in view of technological and commercial developments that have taken place, and, in the light of their specific characteristics, as compared to services offered in the physical world, the material scope of this Regulation should be confined to services provided online, through electronic processing and over the internet.
