Providers of hosting services play a particularly important role in fighting illegal content online, by ensuring that illegal content notified to them is effectively and expeditiously removed or disabled. Their prompt action is all the more important for certain categories of illegal content, such as child sexual abuse material or illegal hate speech, in respect of which both Union law and national law may impose specific obligations on providers to remove or disable access to such illegal content. Providers of hosting services should process notices in a timely, careful, non-arbitrary and proportionate manner. The speed at which the provider should act on notices varies depending on the type of content and urgency of the removal. For example, child sexual abuse material, illegal incitement to violence, hatred or discrimination and non-consensual sharing of intimate or manipulated images should be removed or disabled without undue delay, as should other content representing an imminent danger to public security or public health.
