This Regulation aims to contribute to the proper functioning of the internal market for intermediary services by setting out a legal framework for conditionally exempting providers of intermediary services from certain forms of liability, and by setting out coordinated rules on transparency and the protection of users of the services as well as on oversight of the obligations, and on cooperation between national competent authorities involved in the oversight and enforcement of this Regulation. Those common rules should ensure the smooth operation of the internal market by creating legal predictability and certainty for service providers while at the same time removing obstacles to the freedom to provide services and the freedom of establishment within the internal market. Those common rules are also important to improve trust in digital services, in particular by ensuring that illegal content is effectively tackled.
