It should be possible for any individual or entity to notify to providers of hosting services the presence on their services of specific items of information that the individual or entity considers to be illegal content. In order to ensure that providers of hosting services can, as a result of the notice, be expected to take informed decisions concerning the content to which the notice refers and to avoid having to consider the same or substantially similar notices multiple times, notices should, as a rule, contain the following elements: a sufficiently substantiated explanation of the reasons why the notifying party considers the content in question to be illegal content, indicating the exact electronic location of that content and, where applicable, additional information and documents supporting that claim. The requirement to include a 'sufficiently substantiated explanation' should not be interpreted as requiring an extensive legal analysis.
