This Regulation does not oblige providers of intermediary services to check the identity of their users. However, providers of hosting services should, when they receive a notice through the mechanisms provided for by this Regulation, be able to make informed decisions where the notifying party has identified itself. For this reason, notifying parties should disclose their identity when they submit a notice. However, given the sensitivity of certain notices, particularly in the case of notices alleging child sexual abuse material and when those notices are made by individuals, providers of hosting services should be able to make provisions to enable a recipient of the service to submit notices anonymously or pseudonymously, in which case the recipients should not be subject to unfavourable treatment on account of such anonymity or pseudonymity.
