In view of this, there is a need to upgrade the legal framework for intermediary services to foster innovation, economic growth and competitiveness and to ensure a safer, more trustworthy and transparent online environment for citizens and other users in the Union. Rules should be set at Union level, in accordance with the principle of subsidiarity, to ensure that this objective is achieved.
