DSA Recital 29

In light of the public interest objective of facilitating the identification and localisation of providers of intermediary services when necessary, it is important that providers of intermediary services, except providers that qualify as micro enterprises as defined in Recommendation 2003/361/EC, are required to provide information on certain contact details in an easily and directly accessible way, including in a user-friendly and machine-readable format. Electronic contact details could include an email address, a form on the website of the provider or another communication tool allowing recipients to easily and effectively contact the provider by electronic means. The requirement to provide a telephone number should apply only to providers of online platforms. Providers qualifying as micro enterprises within the meaning of Recommendation 2003/361/EC should however be required to provide electronic means of communication as well as information regarding the Member State where they are established, as required for all information society service providers under Directive 2000/31/EC.
